As of February 4th, we have reached Crossover—the point in the General Assembly session when bills that have passed in one chamber move to the other for consideration. Despite this being a short session, 2,489 bills were introduced. In addition to reviewing these bills, the General Assembly must also finalize Virginia’s budget for the upcoming year.
At this stage, each bill has either passed one chamber and is moving to the other or has failed. Meanwhile, both the House and Senate release their respective versions of the state budget, after which designated legislators negotiate a final agreement.
Legislative Agenda Update
Our 2025 Public Policy Plan endeavored to build on the historic full funding of Priority One, ensuring this milestone remains impactful and sustainable. To support current and 3,440 new waiver recipients, we proposed strategic investments to strengthen infrastructure, improve accessibility, and enhance the stability of the service system. Below is an update on the status of each of our priorities.
