For too many people with developmental disabilities and their families, life has felt like shifting sand: uncertain, unstable, and always changing. Policies move, services disappear, and just when things seem steady, the ground shifts again. But we’re not standing still. Across Virginia, individuals, families, and advocates are rising together—building momentum, lifting voices, and steering toward something better.
From Shifting Sand to Calmer Seas is more than a theme. It’s a reflection of our resilience and a declaration of our direction: forward, together, toward a future that is more stable, more just, and more inclusive. We may not control the tides—but we can chart the course.
